Rod Morris is a broadly and uniquely experienced insurance expert with credentials built upon an unbroken record of success at the senior level in both the private and public insurance sectors of domestic as well as foreign markets.   He is effective before audiences ranging from CEOs and Risk Managers to Agents and Brokers to Foreign Heads of State, Ambassadors and Ministers.  He has led all property and casualty departments and disciplines including risk management, sales, underwriting, loss control, claims, human resources, special investigative fraud units, training and administration, etc.

Self-employed Expert Witness & Consultant     2013 – current

Consultant and expert witness for all aspects of property and casualty insurance, political risk, emerging market finance and captive insurance company formation and analysis.

  • Expert witness on behalf of a large US based multinational financial institution for four separate arbitrations against London and US insurers involving breach of insurance contracts and denial of coverage.  
  • Expert witness on behalf of a large US based Oil and Gas company for breach of insurance and brokerage contracts against a large US insurer. 
  • Expert witness on behalf of a large US insurer of financial institution loan protection contracts pertaining to lack of adherence to filed rating and underwriting criteria and for the purposes of reforming underwriting and governance controls.
  • Exclusive brokerage arrangement for political risk, trade credit and captive programs through a NYC risk assessment firm.
  • Consultant and producer for a large London-based captive insurance management firm, R&Q Quest Management Services, now Quest Captive Management.
  • Expert witness on behalf of a large national rental company for breach of insurance contract and misapplication of defined terms and deductible provisions against a large national insurer.
  • Expert witness on behalf of owners of captive insurance companies against their Captive Manager for bad faith, breach of insurance provisions, reinsurance through an inappropriate pool.
  • Manuscripted (created) policy forms for Property and Business Interruption Insurance contracts insuring against the risks of terrorism, war, riots, civil disorder, breach of contract, breach of sovereign guarantee, nationalization, confiscation, expropriation, etc.
  • Created underwriting rules and manuals for Professional Liability, General Liability, Auto Liability, Warranty coverage, Landlord Rental Default, Political Property and Business Interruption, Excess and Surplus coverage of both Property and Liability forms, etc.

Chief Executive Officer of U.S. operations for London based insurance investment firm with global interests and capabilities including captive formation, management, exit solutions and funding.

Overseas Private Investment Corporation

 Vice President & Managing Director   2000 – 2003 & 2008 – 2013

Responsible for a $5 billion political risk insurance operation for the independent and self-sustaining agency of the US government.  Political Risk products includes the typical coverage for Business Interruption and loss of property/assets due to terrorism, war, riots, civil disturbance, breach of contract, breach of sovereign guarantee, nationalization, confiscation, expropriation, inability to transfer or convert local currency into USD, etc. But it also incorporates coverage he innovated for foreign exchange/currency depreciation, Non-Honoring of Sovereign Guarantees, Regulatory Risk, Bilateral Investment Treaty denials of justice, intellectual property, etc.

  • Led international and inter-agency efforts to support largest pipeline project in Eurasia.
  • Initiated a $1 billion risk sharing program for the Middle East and North Africa region after the Arab Spring. 
  • Member of the United Nation’s Expert Group on Public/Private Risk Sharing.
  • Consulted the governments of Afghanistan and Iraq in the development of their insurance laws.
  • Top Secret security clearance for interaction with other agencies such as the CIA, State, NSC, etc.

Administrator of Captive Insurance for the State of Arizona  2004 – 2008

Responsible for the licensing, examination and regulation of captive insurers domiciled in the state of Arizona.  Provided guidance to Risk Managers, Captive Managers, Captive owners et al in legal compliance, financial reporting, product development, actuarial justification, underwriting criteria, loss control and claims management.

CNA Insurance  1983 – 2000

Senior Vice President of CNA International & Risk Management Operations 1995 – 2000

Responsible for all Commercial Property and Casualty lines for domestic accounts with foreign operations as well as the domestic exposures of foreign accounts (reverse flow).  In Risk Management, also responsible for providing guidance and governance to field offices for sales, loss control, underwriting, pricing, administration and management.

Senior Vice President & Phoenix Branch Manager  1992 – 1995

Responsible for the marketing, sales, underwriting, loss control, administration, claims of Personal Lines, Commercial Lines, Surety and Life in Arizona.  Successfully integrated business and agents from the Continental Insurance Co. acquisition.

Vice President & Omaha Branch Manager  1989 – 1992

Responsible for the marketing, sales, underwriting, loss control, administration, claims of Personal Lines, Commercial Lines, Surety and Life all P&C, Surety and Life lines of business in Iowa and Nebraska.  Presided over and led most dramatic turnaround of a branch operation in company history.

Assistant Vice President of Personal Lines & Residual/Distressed Markets  1983 – 1989

Responsible for development and compliance of all Underwriting standards, products, processes and systems for the $360 million portfolio of Personal Lines.  Also responsible for the underwriting, servicing, regulatory compliance, governance, etc. of Residual & Distressed Markets for both Personal & Commercial Lines.

·       Drove the complete overhaul of the company’s approach to both Personal & Residual Markets.

·       Refined the agency plant, underwriting and marketing approaches.
